Since 1 June 2013, homes for sale or rent have needed an energy efficiency certificate. Otherwise, the owners may receive financial penalties, in accordance with the Royal Decree passed on 5 April, which was later complemented by a number of amendments in the draft Law on Refurbishment.
The Energy Efficiency Certificate is an official document drawn up by a competent expert, which includes objective information on the energy characteristics of a building, calculating the necessary annual energy consumption to meet the energy demand under normal occupancy and operating conditions (including the production of hot water, heating, lighting, cooling and ventilation).
The energy certification process concludes with the issuing of a certificate and the assignment of an energy label. The energy rating scale has seven letters and ranges from letter A (the most energy-efficient building) to G (the least energy-efficient building). The energy label expresses the energy rating of a building, giving it one of the letters.
The main advantages for the owners who have obtained an A rating are:
• The Association of Energy Service Companies claims that a house which obtains an A rating for energy efficiency currently saves 86.4% a year on its consumption in comparison with another home which has been given a G rating.
• The owner of a home with an A rating for energy efficiency will have a much more competitive house on the market and may put up its sale or rent price in comparison with others with a lower energy efficiency rating, although no particular letter is required to sell or rent. Moreover, the buyer or tenant will soon pay off his large investment by buying an energy-efficient house.
• The promotion of buildings with high energy efficiency and investments in energy saving are among the objectives of the implementation of the energy efficiency certificate. This will also achieve a reduction of CO2 emissions into the atmosphere, thereby contributing to compliance with international commitments such as the Kyoto Protocol.
